Non-printing notes field now available for Public Records from Request Worksheet

When a user selects on the Modify link in the Public Records section of the Request Worksheet,
the Non-printing Notes field is now available in the Multi-account Worksheet. Note that the
Non-printing Notes field is near the bottom of the Multi-account Worksheet - users may need
to scroll down to view it.
